Casey Davenhill
As a member of Mayor Webb’s South Platte River Commission, Casey Davenhill engaged a crew from the Fresh Start School to become the strike force weed team helping to reclaim the dignity of the South Platte River in Denver. They attacked weedy species and started a native plant propagation program at Denver’s City Greenhouse. From there, Casey launched projects for AmeriCorps, Girl Scouts and Eagle Scouts on Cherry Creek. Casey continues to enjoy leading educational hikes on Cherry Creek and its tributaries for children of all ages. Casey is an accounting professional (Metro State University) having worked with an international accounting firm and many natural resource mission nonprofit clients. Casey is currently Executive Director of the Colorado Watershed Assembly, home of the Healthy Rivers Fund, and has coordinated educational outreach activities for the Cherry Creek Stewardship Partners for 25 years.
Joshua Rivero
Joshua Rivero is the proud owner of Fika Coffee House in Parker, Colorado. Josh also has the honor representing the citizens of his beloved Parker as a Town Councilman. In his Elected role, Josh has the pleasure of serving many regional roles including as the current Chair of the Cherry Creek Basin Water Quality Authority.
Erin Stewart
Erin Stewart is a Senior Project Manager and the Leader of the Environmental Management team at LRE Water. She is an aquatic biologist and limnologist and has served as the water quality monitoring consultant for the Cherry Creek Basin Water Quality Authority for 7 years. Her background is in water quality monitoring and lake and reservoir management including; water quality sampling, fisheries, nutrient remediation, and nuisance vegetation and algae control. Her passion is evaluating complex watershed water quality dynamics and the downstream impacts on lakes and reservoirs; such as imbalances that can affect aquatic life or lead to harmful algae (cyanobacteria) blooms.
Jane Clary
Jane Clary is a Vice President at Wright Water Engineers, where she has worked for 30 years on water quality, stormwater and regulatory issues. Jane currently serves as Technical Manager for the Cherry Creek Basin Water Quality Authority. Jane’s experience includes serving on the team updating the Mile High Flood District’s Storm Drainage Criteria Manual (Volume 3) and serving as a Principal Investigator on the long-term International Stormwater Best Management Practices Database project. She also served on the Colorado Water Quality Control Commission from 2017-2020. Jane earned a B.S. in Economics from Vanderbilt University and a M.S. in Environmental Science from University of Colorado.
Elysa Loewen
Elysa Owen earned her Bachelor of Science in Civil Engineering from the Colorado School of Mines in 2011. She began her career gaining experience in both design and construction, working on a wide range of drainage and civil engineering projects, from small-scale improvements to large multi-disciplinary projects.
She is the Co-Owner of Loewen Engineering, Inc., a firm founded in 2018 specializing in stream restoration, floodplain management, and stormwater quality projects throughout the Denver metro area.
Since January 2024, Elysa has also served as Pollution Abatement Project Manager for the Cherry Creek Basin Water Quality Authority (CCBWQA), where she helps lead the planning and delivery of the Authority’s capital improvement program.
Drew Roberts
Drew Roberts is a Project Manager at the Mile High Flood District. Drew specializes in managing complex projects that improve regional flood resilience and environmental sustainability. His work focuses on integrating data driven decision making with community engagement to deliver effective and equitable outcomes across the district.
Jim Wulliman
Jim Wulliman is a senior engineer with Muller Engineering Company. Jim enjoys learning from nature and applying natural processes to stream and stormwater design. Jim recognizes the special character of the Cherry Creek watershed and appreciates all the good work that has been undertaken to protect the stream and reservoir.
Joe Juergensen
Joe Juergensen is a Principal at Muller Engineering Company. He has worked in the Stormwater Group at Muller for 25 years. He is a Professional Engineer and has Bachelor’s and Master’s civil engineering degrees from Colorado State University. Joe has developed a passion for the Cherry Creek Watershed through his work on numerous stream restoration and water quality related projects along Cherry Creek and understands the importance of protecting this valuable natural resource.

Rick Goncalves
Ricardo Goncalves, PE, (Rick) is the President of RG and Associates, LLC, a small civil consulting engineering firm, headquartered in Wheat Ridge, Colorado. He earned a Bachelor of Science degree in Civil Engineering with a specialty in Environmental Engineering from the University of Colorado in 1972 and has over 50 years of experience in the practice of civil engineering.
Rick has been associated with the Cherry Creek Reservoir Water Quality issues for over 35 years, beginning with the the EPA mandated Clean Lakes Study, and with the Cherry Creek Basin Water Quality Authority since its inception. In his experience with the Authority, he has served in multiple roles as chairman of the original Technical Review Committee, chairman of the Technical Advisory Committee, as a board member, and currently a staff consultant as the Authority’s Water/Wastewater Coordinator, In-Park O&M Manager, Reservoir Destratification System O&M Manager and member of the Technical Advisory Committee.
Annette Quill
Annette Quill has been the Senior Policy Advisor for the Water Quality Control Division at CDPHE since January 2025. Annette began her legal career in 1997 clerking for the Colorado Supreme Court. For the next 25 years, she served as counsel for the Water Quality Control Division as an Assistant Attorney General. Her first project at CDPHE was to spearhead the drafting of House Bill 24-1379, which set up the nation’s first state dredge and fill program in response to the Sackett decision. She’s currently part of the team guiding the stakeholder efforts for the Regulation 87 rulemaking.
Kelly Morgan
Kelly Morgan is the Compliance & Enforcement Section Manager in the Water Quality Control Division at CDPHE. Kelly has 19 years of experience with clean water compliance and enforcement, with the past 9 years focused on staff management, setting strategic priorities and goals, and negotiating mutually beneficial resolutions to complex compliance problems. The Compliance & Enforcement Section is supporting the Regulation 87 rulemaking and is leading the Division’s efforts to establish a dredge and fill protection program in Colorado.
Noah Greenberg
Noah Greenberg, PWS is a Senior Water Resources Scientist and Regulatory Specialist with Wright Water Engineers, Inc. (WWE). Noah holds a bachelor’s degree in biology from Colorado College and a master’s degree in ecology and evolutionary biology from the University of Colorado-Boulder. Noah manages and serves as a technical lead on projects involving Clean Water Act jurisdiction, Clean Water Act Section 404 permitting and compliance, water quality assessments (both functional and regulatory aspects), Clean Water Act Section 401 Water Quality Certification, Clean Water Act Section 402 discharge permitting, National Environmental Policy Act planning and review, ecological assessments, and habitat restoration.
Ashley Byerley
Ashley Byerley is the Environmental Resources Manager for the Southeast Metro Stormwater Authority (SEMSWA) where she has worked since its formation in 2007. She is especially interested in and passionate about advancing meaningful water quality. A Colorado native, Ashley has spent her entire career within the Cherry Creek Watershed. In her free time, Ashley likes to travel with her family.
Candice Owen
Candice Owen is a water resources engineer and the Stormwater Quality Manager at Mile High Flood District (MHFD). She joined MHFD in this new role in 2024, but has worked in Front Range water quality for the past 12 years including as a MS4 coordinator and engineering consultant. She currently chairs the Colorado Association of Stormwater and Floodplain Managers (CASFM) Stormwater Quality Committee.
Katie Seefus
Katie Seefus is a senior hydraulic engineer specializing in flood control water management for the Corps of Engineers with nearly 20 years of experience. She models rainfall and snowmelt runoff to make flood control reservoir regulation decisions at nearly forty tributary reservoir projects located in the northern three quarters of Missouri River basin. Her primary responsibility is the flood control regulation at the Tri-Lakes Projects (Chatfield, Cherry Creek, and Bear Creek Dams). Katie has been married to her husband Dave for over 15 years, she has two daughters in grade school who play soccer, volleyball, and golf, and a beloved dog named Chief.
Brent Dinkel
Brent Dinkel is a limnologist with the U.S. Army Corps of Engineers, Omaha District, where he has served for nearly 12 years. He holds a Bachelor’s degree in Biology from the University of Nebraska–Lincoln and a Master’s degree in Biology from the University of Nebraska–Omaha. Brent oversees water quality monitoring across District reservoirs, tracking both current conditions and long-term trends to ensure compliance with federal and state standards. His work also supports the protection of infrastructure by identifying water quality conditions that may contribute to corrosion or other operational challenges. One of his current priorities is developing strategies to use Corps infrastructure to actively manage and reduce harmful algal blooms. Outside of work, Brent enjoys spending time with his wife of 13 years, Reagan, their energetic four-year-old daughter, and their spirited dog, Odys.

Alan Leak
Alan Leak is the National Water Resources Practice Leader at RESPEC Company, LLC. and is the Technical Consultant to the Chatfield Watershed Authority. In his over his 40+ year career, Alan has acquired and applied his extensive experience to all facets of water resources engineering including stormwater, water and wastewater, and water rights. His current responsibilities include business development, project management, and leading teams of RESPEC employees in solving critical water resource engineering problems. Alan has been qualified as an expert in Colorado Water Courts and has given testimony on behalf of his clients before the Water Quality Control Commission. Alan is a native Coloradan, has been married for 43 years to his lovely wife Karen, has three grown children (two married), and has been involved in the Cherry Creek Watershed since the start of his career in 1982.
Michael Grabczyk
Michael Grabczyk is a professional engineer and certified floodplain manager with over 14 years of experience in civil engineering. He earned his Bachelor’s degree in Civil Engineering from Texas Tech University in 2011.
Michael spent his first eight years as a consultant, working on a wide range of land development projects from master-planned communities to commercial sites. For the past six years, he has served as a municipal project manager in the Denver Metro area, specializing in drainage, development, and infrastructure planning.
Michelle Seubert
Michelle Seubert began her career at Cherry Creek State Park as a seasonal employee in 1989. She worked there for 11 summers before securing a full-time position. Michelle was fortunate to receive her first permanent assignment at Cherry Creek, only taking a six-month break to transfer to Castlewood before returning to Cherry Creek as the senior ranger. She then served as the park manager at Barr Lake for 15 years before returning once more to Cherry Creek as the park manager in August 2023. Michelle is excited to be back at Cherry Creek, where her journey with Colorado state parks began. She also served on the Barr Lake and Milton Reservoir Watershed Association board for over a decade and is grateful to continue her involvement in water quality issues through her role with the Cherry Creek Water Basin Authority.
Jenna Battson
Jenna Battson started as the Colorado Water Conservation Board's Outdoor Water Conservation Coordinator in April 2023. She manages the State's Turf Replacement Grant Program. She has spearheaded several studies and initiatives related to municipal outdoor water use in Colorado, including the 2025 Transformative Landscape Change State-of-the-Science Report as part of the Agency Actions of the Colorado Water Plan. Jenna has also led some of Governor Polis' initiatives, including the 2023 Urban Landscape Conservation Task Force, contributed expert testimony and educational updates to the Colorado General Assembly, and participates in multiple inter-agency coalitions to help advance water conservation and efficiency.
Steve Lundt
Steve Lundt (Director at Large) graduated from the School of Public and Environmental Affairs, Indiana University, in 1999. His first job was as an intern on Oswego Lake (Portland, Oregon), which allowed him to get hands-on experience with alum, hypolimnetic aeration, fish screens, and herbicide treatment for Brazilian Elodea. After 3 years he moved to Denver to work for Metro Wastewater Reclamation District. This career move allowed him to focus on more than one reservoir and to become more familiar with water quality regulations that affect lakes and reservoirs. He monitors and helps manage Barr Lake and Milton Reservoir. Over the years, he has been involved with the Indiana Lake Management Society, Oregon Lake Association, CLRMA, and NALMS. He has been on the board of directors for BMW Association for 20 years and the Bluff Lake Nature Center for six years.

Maddy Martin
Maddy Martin is the education assistant for Cherry Creek State Park . She has called Colorado home for the past two years and is originally from New England. Maddy is an AmeriCorps alumni and has served with the Lakes Region Conservation Corps, American Conservation Experience, and the Environmental Education Corps.
James Linden
James Linden is the Senior Environmental Specialist at Southeast Metro Stormwater Authority (SEMSWA) where he has been employed since 2021. James helps to oversee the implementation of, and compliance with SEMSWA's Municipal Separate Storm Sewer System (MS4) permits through programs such as construction oversight, pollution investigations, and education and outreach. James is also the Chair for the Splash Organization, SEMSWA's Education and Outreach Cooperative with Arapahoe County MS4 permittees. Outside of work, James is an avid hiker of Colorado's "Fourteeners" and leads his local neighborhood run club.
Lisa Knerr
Lisa Knerr is the Environmental Program Manager at Arapahoe County where she has been employed since 2019. Lisa is responsible for ensuring that the County’s environment is protected while delivering programs and services for residents and visitors. Lisa is a member of several important organizations, including the Splash Organization, which is an education and outreach cooperative for municipal separate storm sewer system (MS4) permittees within Arapahoe County. Outside of work, Lisa loves to hike, bike, and garden.
Jessica Thrasher
Jessica Thrasher is the Senior Program Manager at the Colorado Water Center, where she leads initiatives focused on water quality, access, and workforce development. She holds a bachelor’s degree in Sociology from Southern Methodist University and a master’s degree in Anthropology from Colorado State University. At the Colorado Water Center, she directs programs such as the Colorado Water Fellows Program, expands access to water resources and information, and develops resources to support the advancement of equity in the water field. She is dedicated to fostering collaboration, innovation, and diverse perspectives to build a sustainable water future for all.
Christine Fleming
Christine Fleming, Principal, Joe Shoemaker School - I am a dedicated and student-focused educational leader with a proven track record of visionary and innovative leadership in K-12 education. As the founding principal of Joe Shoemaker School in Denver, I have built a dynamic and inclusive learning community rooted in character development, authentic experiences, and a love for learning. With a Master of Arts in Educational Administration and over 20 years of experience in leadership roles, I specialize in advancing educational equity, designing high-quality instructional practices, and creating environments where students and teachers can thrive. Cherry Creek Stewardship Partners:
The Cherry Creek Stewardship Partners is an informal association of a broad range of stakeholders interested in promoting effective stewardship of the Cherry Creek watershed. The Partners provide a forum for bringing together stakeholders from the land use jurisdictions, the state and federal resource management agencies, conservation, recreation and historic preservation groups, and the business community. The Partners emerged from the first Cherry Creek watershed conference forum held in 1999. The Partners have since organized and presented 26 well-attended annual conferences.
The need for cross-jurisdictional coordination and communication on water quality issues in the Cherry Creek basin emerged as the number one priority at the October 2000 watershed conference - Shaping a Legacy for the Cherry Creek Watershed. The Partners meet this need with extensive representation from local communities as well as being the first active group that engages the upper and lower portions of the watershed - both above and below the dam.

Cherry Creek Basin Water Quality Authority:
The Cherry Creek Basin Water Quality Authority (Authority) is tasked by Colorado’s Legislature with preserving, protecting and enhancing the water quality of Cherry Creek and Cherry Creek Reservoir, and achieving and maintaining water quality standards for the reservoir and watershed.

Use effective stewardship to implement sustainable reservoir and watershed water quality management strategies.
